都會激增行動是美国移民和海关执法局和美国边境巡逻队自2025年12月起展開的執法行动，其目的是逮捕并遣返美國非法移民，最初執法範圍為明尼阿波利斯-聖保羅都會區，后来扩大到整个明尼蘇達州。 [1]美國國土安全部称其为“有史以来规模最大的移民执法行动”。 [2]
在此次執法期間，執法人員殺死了两名美国公民：勒妮·古德和亚历克斯·普雷蒂。此次行动扰乱了明尼苏达州的经济和社会秩序，有学校转为远程教学，日常商业活动也受到影响。 [3][4]明尼阿波利斯数千人抗议美国移民和海关执法局的執法。 [5]明尼苏达州州长和总检察长对此次執法提出质疑，称其主要目的是“报复”，而非真的是在执法。 [6][7]
訴訟
[编辑]2026年1月12日，明尼苏达州和伊利诺伊州州政府以及明尼阿波利斯和圣保罗政府对美国国土安全部和包括移民及海关执法局和海关与边境保护局局长在内的联邦高级官员提起诉讼。[8][9]他们认为，大规模部署移民及海关执法局特工執法违反宪法，扰乱了公民生活，侵犯了公民自由。[10]
1月31日，美国明尼苏达联邦地区法院法官驳回了原告提出的结束联邦移民执法行动申请。[11][12]
